What will cause to the backups and db snapshots if a user deletes the db instance?

Upon deletion of an RDS instance, automatic backup creation and DB snapshot retention will stop. However, existing automated backups for the last 35 days and manual snapshots (if created) will remain available in your AWS account for restore purposes.
