Sometimes, if I do not move the mouse, “click” and “mouse down” do not work. Why is that?

Mouse events may not work when the mouse cursor remains stationary due to a delay implemented in most programming frameworks to prevent accidental or unintentional event handling. This delay, known as click delay or mouse delay, can cause issues with static cursors.
