ORA-08451: invalid specification of DB in picture mask

Cause: The DB suffix was incorrectly specified in the
picture mask parameter passed to a UTL_PG conversion
routine. The DB suffix can only appear at the end of a
picture mask.
Action: Correct the picture mask parameter.
