Cause: An attempt was made to set an INTERNAL password (for
either DBA or OPER privilege), but the corresponding VMS
account (either ORA_<sid>_DBA or ORA_<sid>_OPER) hasn't been
created yet.

Action: Add a VMS account for ORA_<sid>_DBA and/or
ORA_<sid>_OPER before trying to set a password for them.
