In SQL, 'IF' is not a keyword. Instead, use conditional statements like CASE WHEN or IF EXISTS. The 'WHERE' clause is used to filter the records based on specific conditions. In programming languages like VBScript or JavaScript, 'IF' is used for conditional execution and 'WHERE' is not applicable.
