A three-phase motor requires all three phases (U, V, W) to operate correctly. In your question, you mentioned a single-phase (1 Phase) voltage of 440V. Three-phase motors do not run on single-phase power because they require a rotating magnetic field generated by the interaction between the three phases to rotate the motor's rotor. A single phase cannot create this rotating magnetic field, which is why the motor does not draw one-phase amps.
