why constant voltage transformer should be start without
load? and if started then what will happen?

A Constant Voltage Transformer (CVT) is designed to maintain a constant output voltage regardless of the load. Starting it with no load causes the initial current to be zero, which reduces stress on the windings and ensures a smooth start. If a CVT is started with a load, it may overheat due to the sudden increase in current, which can cause damage to the transformer.
