Cause: Connect to CM failed or timed out.
Action: Verify that the CM was started. If the CM was not
started, start it and then retry the database startup. If
the CM died or is not responding, check the Oracle and CM
trace files for errors.

when i ran any workflow or session, getting below error: seesion task instance[s_xxx]: Execution terminated unexpecterdly
ORA-26030: index string.string had string partitions made unusable due to:
ORA-26095: unprocessed stream data exists
ORA-26028: index string.string initially in unusable state
