dia is half of the real one and operating in 1/4 th of the
head of the real turbine rotating in Nrpm.

The angular speed (ω) is directly proportional to the head and inversely proportional to the diameter. So, if the head is 1/4th and the diameter is half, then the angular speed will be 4 * Nrpm.
