ORA-29385: cannot create plan directive from string to string

Cause: An attempt was made to create a plan directive from a
plan to itself.
Action: Make sure the arguments PLAN and GROUP_OR_SUBPLAN to
procedure CREATE_PLAN_DIRECTIVE of package
DBMS_RESOURCE_MANAGER are different.
Please add more information about this Error
