Let's assume that the original bucket capacity is C and the new bucket capacity is 2/5 * C. The number of new buckets needed to fill the tank would be:
25 / (2/5 * C) = 6.25 * C / 25
Since you cannot have a fraction of a bucket, you'd need at least 7 new buckets to fill the tank.
