Threat: A person, place, thing, or combination thereof that has the potential to cause harm. The potential for a volcanic eruption is a threat.
Hazard: The point of interaction between a Threat and a person, place, or thing. An individual volcano is a hazard.
Risk: The combination of Probability (can it happen?), Vulnerability (can it hurt me?), and Consequence (do I care?).
