Cause: Database alias specified was not identified in either
$HOME/.sqlnet or /etc/sqlnet.

Action: Create the alias in a file called .sqlnet in your
home directory for personal use or ask your system
administrator to create the alias in /etc/sqlnet for
system-wide use.
