What happen if a 18 watt fluorescent tube is used on 36watt choke,which one damaged or not damaged, if damaged why that damaged?

The 18 Watt tube light filaments will not be able to with stand the power discharged by the 36 Watt choke and hence the filaments burn out. Nothing will happen to the choke as the circuit is broken when the filaments are burned out.
