When a bug posted by QA is rejected by Dev and Dev says is
not a bug. How to convince Dev that it is a valid bug?

If defect is rejected by dev then, provide them functional requirement with your steps followed which resulted in defect.
if developer say's it is AS-IS behavior then replicate same in production like test environment and based on that go back to dev team.
If that functionality is not clearly stating the expectation or not covered in requirement then approach BA, they have to clarify the requirement or provide the missing requirement
