How to provide spacer bar in barbending work,parallel to bar or inclined to bar?

generaly 25or 32mm dia bars are used for spacer.length is equal to bridth of the beam and is placed inclined to the beam main bar to keep the cover of the beam .other wise,slip the spscer ,the top layer of mainbar coming closer to bottum layer
