All aux. Neutral and body is connected to earth. If the connected load is healthy then the voltage between neutral and earth should be zero. If due to any of aux. fault or due to improper connection of earthing or imbalnce load the voltage between neutral and earth increases and it's not app zero varies at various locations if various aux are connected on same earthing in that case earthing is said to be floating .
