Given a selection of 28 day cube test results for concrete placed of design mix C 35 and not all of which are greater then 35 MPa, how does one decide if the concrete in place is satisfactory. Are there a minimum number of cubes that need to be tested to decide that?

As per my view : At the time of casting of any structure we would have to taken six samples from the each load or batch in which 3 samples keep 7days and 3 samples for 28 days testing. The 7days samples should have minimum 75 % strength and 95 % strength in 28 days should be gained of it's characteristics strength .
