why transmission voltages are in multiple of 11kv?

In our india, transmission losse are 10% of transmission voltage, hence we want to transmit 10kv then 10% of 10 is 1... So we use to transmit 11mv...similar For 30 kv =33kv,
60kv=66kv
120kv=132kv
200kv=220 kv and more. Thanks
