1)When the developer thinks that the bug is not actually a bug but an additional feature.
2)If the bug is due to environment change between developer side and tester side.
3)If the developer thinks the Impact of the bug on application is not too high.
4)When there is a misinterpretation between tester and developer.
5)When developer thinks the bug can be fixed in next release.
