Low voltages caused due to overloading of a phase.As current drawn by the loads increases,the losses in a line increases..this causes a drop in voltage that the consumer mains..for example..the voltage of 230v..the maximum permissible low voltage at service mains is 216 volts..[a decrease of 6% of rated voltage]
