why PD testing for power cables

In case of cable testing there is no PD test. although cable at the time of manufacturing or
after manufacturing passing in test of voltage grade like a cable nominally use on 220V ang it,s permissible voltage grade may be 600 V. it means this cable cannot use over to 600voltage.

When a capacitor is connected in a transmission line, capacitor also takes energy from the same supply. But how is it able to increase the terminal voltage???
