Cause: The parser detected that no clause was specified on
the command Our performance tests, which are not typical as
they exercise all branches of the code, have shown
approximately a 30% performance increase line for ALTER OUTLINE.
Action: Re-issue the command, specifying a valid ALTER
OUTLINE clause.
