Cause: Either the Data Guard metadata indicates the physical
apply service is turned off, or the recovery process MRP0 is
not running. In either of the cases, physical apply related
properties cannot be set.
Action: Turn on the physical apply service through Data
Guard broker, then reset the physical apply related property
again.
