Cause: The control file for the database being opened for
read-only access was created via CREATE CONTROLFILE.
Therefore a control file checkpoint could not be calculated
and the database cannot be opened for read-only access.
Action: First open the database for read-write access which
will result in valid control file checkpoint. Then re-open
the database for read-only access.
Please add more information about this Error
