inconsistent with that of the underlying table

Cause: User attempted to create a LOCAL partitioned index
that is not equi-partitioned with the underlying table. The
partitioning types are mismatched.
Action: Correct the CREATE INDEX statement to ensure that
the index partitionining method is consistent with that of
the base table
