In generation,transmission and distribution voltage
frequency is either 50HZ or 60 HZ;why are only these
frequencies?

it is the just standard which is adopted globally (60hz china, 50hz rest of the world). Design of equipment adopting common standard is easy. the design of equipments based on different freqencies would have been different which is quit difficult.
