Here resistance work as the load . This resistance regard proper voltage drop across the phase and nutral like battery etc.
When this voltage drop equall or greter than the voltage sorce across the phase and nutrel then there is no short ckt
If there is no proper voltage drop across the resistance ( v-ir) then it produce short ckt
