CVT is used in feeders near substation. Where as PT is used Bus Bars.
I dont think CVT and PT are used on basis of Voltage ratings.. As every substation has both CVT and PT irrespective of voltage ratings at feeder and Bus Bar respectively.
And both their purpose is Protection and Measurement.
