In normal atmospheric condition ion & free electron are always present because of cosmic ray , radioactivity,& ultraviolet ray.When a voltage applied to the conductor a potential gradient in the air near to the conductor ,the free electron & ion start moving.But when these voltage increase very high ,the speed of the electron is very high,and they collide with the neutral molecule & disclosed the electron from it & farther electron acquire high speed & start colliding with the other molecules.the process of ionization is cumulative which finely result in electron avalanche.the ionization of air surrounding the conductors give rise the corona effect.
