The neutral earth voltage is theoretically zero, so answer 1 is qualified correctly. The story is more complex however.
Under fault conditions however, this forced condition can create massive fault current.
There are instances where the neutral-earth voltage on heavily loaded HV star distribution systems will have a resistor fitted between neutral and earth (NER) to limit fault current and provide a safety net without resorting to major line upgrades. A typical 11KV NER will be around 4 to 7 ohms, and will need to dissipate up to 1 Megawatt, and neutral earth voltage can rise to about 6KV.
