In simple terms,imagine how water falls from a height.The waterfall is created by the height difference.If both the levels are same there is no water fall.The height difference is voltage and waterfall is current.
Voltage is the cause and current the effect.
Hence we say 230 or 400V.Thats the potential difference created between two terminals which causes current to flow.
