DRG-13104: indexes do not have equivalent settings for string

Cause: you attempted to perform an exchange partition
including indexes, but the specified metadata setting is not
equivalent across the two indexes, so the data cannot be
exchanged

Action: specify EXCLUDING INDEXES on the exchange partition,
then manually rebuild the indexes.
