BPO (Business Process Outsourcing) is outsourcing or giving out the "process" part of a business to another entity (read as organization). Remember, it's only the process that is being outsourced (Neither the input nor the output nor the technology).
Example: A mobile service provider (MSP) has outsourced one of its sales processes. The process by itself is "Call the perspective customers and offer the different plans".
Input : Customer details (These are provided by the MSP). Call center has no control over it
Process : Calling the customers. Call center has control over it
Output : Change in plan applied to the customer(s) (The direct benefits again go to the MSP). Call center has no control over it
Technology : Call center employees will logon to the MSP's application to create / modify / delete the orders. The admin level access to those applications will be with the MSP
The MSP is keeping control of input and output and then using another company's resources just to carry out a properly laid out process. That is outsourcing.
