Test Scenario (what to test?): what are the test conditions need to be validated is considered as Test scenario.
Test Cases: (how to test?): sequence of steps to validate the requirements of the end user and also to know the response of the given data to a field.
Mostly Test cases are preferred in company. few companies even wont use both but testing is done so as to save the time in preparing the test case document.
