In 11KV Double pole structure for each phase we are using Disc one Insulator. Why we are not using 2 r above insulators instead of one insulator?

the Disc designed to withstand 18KV so it can work without get puncher at 11Kv
the number of discs snnected by the formula
18*(KV * fluctuating voltage)
where fluctuating voltage is plus minus 6% according to IER in OH lines
