to calculate voltage drop of cable which current we consider that means full load current or panel size?

I said same answer but interviewer told me we can take panel size bcoz if more than full load current flow in the cable panel ckt breaker will not trip(panel rating higher than full load current)at that time voltage drop calculation is wrong.
full load current is correct or panel size?
