This can be explained easily by a small example.Assume u are going to use an iron box with fuse on both neutral and phase,Due to some internal problem the fuse blows first which is connected in neutral which prevents the equipment and source supply from more danger now if you are touching the body of iron box having leakage fault,your body acts as a path to flow current from phase to iron box and from there through your body to the ground here the circuit get closed,you will be in hazard.So keep fuse only in phase (This is only for AC supply)
