It's purpose is to allow & limit fault current within range.
If the current is 0, then this could damage the insulation
due to increase of voltage in other phases &/or won't allow
fast detection of the fault. If the neutral ground is solid,
then faut current will be disastrous for the equipment which
dictate very expensive equipment set to withstand such
faults. So partially using NGR in your case allows a path
for fault current to pass & being detected
