Boost voltage is the voltage, which is boost up by the inductor(coil which have the inductance property), as per the tube light choke's works.
Tube light doesn't operate at normal "single phase voltage 230 volts". So we introduce the choke, which is used to boost up the voltage to the needed level to operate the "Tube Light".
