A general Question: If there are two bugs one with high priority and one with high severity, which bug should be fixed first?

Generally speaking, a "High Severity" bug would also carry a
"High Priority" tag along with it. However this is not a
hard & fast rule. There can be many exceptions to this rule
depending on the nature of the application and its schedule
of release.
Also,
Severity refers to the seriousness of the bug on the
functionality of the product. Higher effect on the
functionality will lead to assignment of higher severity to
the bug.
Hence, Severity must be solved first before priority.
