Communications of the NEs are managed by NMS and EMS
also..NMS sits above the EMS and manages NEs and multipl
multi vendor EMS also...
EMS has certain capacity to manage NEs and NMS has certain
capacity to manage EMS, so if vendor wants to manage more
NE then he can switch to NMS by EMS.
