Tyically for stabilizing an oscillating neutral, about 35%
of the KVA (or VA) supplied. Yes, it can be loaded, as long
as you don't exceed the current rating for its gage (do not
exceed current which causes a temp rise at or below the
class of the transformer). The current capability (if
properly designed)will be about a third of a primary phase
current normalized to the tertiary ratio. (call it NI/3)on
a per phase basis.
