why the transformer was not rotating like a motor?

even three phase supply given to a transformer it does not set up any r.m.f as winding is concentrated unlike induction motor (distributed wdg).There must be r.m.f then only transformer rotate.if transformer wdg changed to distributed wdg with 120 deg electrical displacement surely it will rotate
