In 11KV Double pole structure for each phase we are using Disc one Insulator. Why we are not using 2 r above insulators instead of one insulator?

one disc can withstand 11kv so that in 11kv we are using one insulator the same if 22 kv we use 2 disc and in 33 we use 3 disc if 132 kv we use 12 disc i.e(11kv * 12 = 132kv)
