AC is the magnitude of sinosudial-wave but we use cose value to determine power factor instead of sine value.

SINE and COSINE are both sinusoidal. They essentially have same properties but different values at different time but both are sinusoids and every wave having similar properties will be a sinusoid too. And the cosine term is there because of some trigonometric calculations, it could be sine too. Have a look at power triangle and you'll get the answer.
