What is difference between ON delay and OFF Delay Timer?

ON delay timer is after the time period ( timer value given
by user)enable the out put..
off delay time is after the time period (timer value given
by user) disable the out put..

at what rate the micro controller increment its timer....is it 1micro seconds or 1/(12*10^6) seconds
