Public IP - These are the IP addresses which is assigned to a particular device which want to get in to the world of internet like web servers,FTP server, Routers etc. These are the Unique ID's. To get a Public IP it requires to make pay certain mount to Internet Assigned Numbers Authority.
Private IP - These are certain range of IP address used for assigning IP's to the devices within the LAN network of an organisation. These IP's are available for free and are not used for establishing Internet communication.
