phase in electrical engg means the angle which is made by one vector (say-current) with respect to a base vector (say-voltage)..as we know in inductor current lags voltage ,so we take voltage as reference and measure the angle made by current phasor,suppose we got 30 degree angle .then the power factor i.e. cos (PHI)=cos(30 degree)=0.866..similarly current leads voltage in capacitor..
