Which is the best between SCADA & PLCC & Why ?

well first of all you should be clear dat wat is d full of
PLCC & SCADA.
PLCC stands for POWER LINE CARRIER COMMUNICATION whereas
SCADA stands for SUPERVISORY CONTROL AND DATA ACQUISITION.
Both PLCC and SCADA are used for the data acquisition using
RTU(Remote Terminal Unit). But you see SCADA provides and
additional function, it can control the load dispatch of the
system or say power system management hence required in
SLDC's(State Load Dispatch Center) whereas PLCC is used in
every grid substation, switching substation, generating
substation etc. only for communication purpose and data
acquisition. Installation of SCADA system is way costlier
than PLCC.Both of them serves different purposes.
